About the author
David Dutton works in the Historical Documents Project Section of the Deparnnent of Foreign Affairs and Trade. He holds a Pill) in history from the University of Melbourne. His doctoral research concerned the boundaries of Australian citizenship between Federation and the advent of multiculturalism, and the processes by which non-citizens traversed those boundaries. He is author of several journal articles on the significance of race and allegiance in citizenship policies.
