On 26th January 1864 the Secretary of State for the Colonies wrote to the Governors of Australia stating that the recommendations of the Commissioners of 1863 for increasing numbers transported to Western Australia had been rejected, and the average of those currently sent - some 500-600 annually - would not be increased. Further, the system of Conditional Pardons would be ended.
This reply was unpopular in Victoria, where a total cessation had been hoped for, and a new series of petitions began. In October, a petition was sent from the women of the Shire of Ballarat. The Address heads a roll of signatures 35 feet (10.5 metres) long, assembled from several sheets. A few of the signatures are indecipherable in their handwritten form and are included in the hope that descendants with similar surnames will come forward to help with identification.
